About Us

LACC (Legal Aid and Consultancy Center) is a non-profit organization that aims to enhance women’s and marginalized groups’ access to gender-responsive justice in Nepal. It provides a wide range of legal aid and support to people in accessing justice, through legal counseling and court representation support, mediation, policy dialogues, community empowerment, and awareness-raising. Prof. Dr. Shanta Thapalia founded it in 1987 with the intention of promoting and protecting the rights and interests of women and children in Nepal. LACC is committed to defending and promoting the dignity, well-being, and rights of Nepalese women and children. It is a pioneer legal resource organization dedicated to the promotion and empowerment of women, the advancement of their socio-legal position, and the preservation of children’s rights. LACC has a holistic and interconnected strategy to combat injustice. LACC’s fundamental service is the provision of institutional free legal aid. Helplines service, initial psycho-social counseling, mediation, legal support, paralegal services, and court representation are all part of this service. LACC is dedicated to achieving its goals through policy intervention, human rights training, legal information dissemination, awareness, documentation, fact-finding, research, publications, advocacy campaigns, lobbying, and networking. Focused Actions for Justice, Equality, and Empowerment

LACC Nepal is a non-profit organization that aims to enhance women’s and marginalized groups’ access to gender-responsive justice in Nepal.

Access to Justice

LACC is dedicated to enhancing access to justice for women, with a particular focus on marginalized groups. The organization has implemented a range of effective and innovative approaches to improve justice outcomes for these women. Its primary objective is to address all forms of violence against women, including gender-based violence, harmful cultural practices, discriminatory actions, and any violations of women’s human rights. LACC also works to improve access to vital services, such as registration and citizenship processes, for marginalized communities. Additionally, it focuses on the challenges faced by women in the entertainment sector, migrant workers, victims of human trafficking and women employed in the informal sector. LACC strongly advocates for policy reform on the issues of women’s peace and security and supports them to navigate justice pathways. 

Human Rights & Good Governance

LACC has been active in conducting awareness campaigns about Human Rights such as SRHR, DRR, and GBV. This has been organized through various workshops, seminars, and the mobilization of trained networks. Furthermore, it works to promote human rights and good governance in Nepal through its various programs and initiatives. It works on human rights and good governance and aims to promote the rights of individuals and communities and to ensure that the government and other actors are accountable for upholding these rights. This includes fighting against corruption and promoting transparency and good governance practices.

Women Empowerment

LACC works with the government in promoting women’s sense of self-worth, their ability to determine their own choices, and their right to influence social changes through equal representation and active participation. Besides, envision the representation of women in all state structures, so that meaningful participation of women can be ensured in all levels of decision-making. Further, it empowers grassroots-level women to understand their rights and the legal system capacitates for transformation. It works to change social norms and attitudes that perpetuate discrimination and violence against women. LACC empowers women to promote the rights of women and provide them with the necessary skills and resources to access justice and live a violence-free life.

The Legal Aid and Consultancy Center has been a true savior for women like me who have endured immense suffering. For this, I would like to express my deepest gratitude and heartfelt thanks to the organization. For a woman, arranging immediate financial support is often extremely difficult—especially when she has a nursing infant, many responsibilities, and no support from her family. In such situations, many women are pushed to the point of considering suicide. In our society, where husbands, in-laws, and family members inflict pain, abuse, hatred, and both physical and mental torture, women like me are often left with no way forward. In the midst of this despair, I found hope through the Legal Aid and Consultancy Center. With the proper guidance and support I received here, I was able to begin a new life. Women like me have been able to save themselves and their children, choosing life and dignity once again. For such a noble and life-changing service, I am truly thankful to this organization. If this Center had not existed, helpless women like me would have been forced to give up our lives simply to claim our rightful share and justice. But thanks to this organization, women who have suffered deeply have found justice, dignity, and the will to live again. It is my sincere wish that this organization continues to live on and remain everlasting, so that women like me—yesterday, today, and tomorrow—will always find its life-saving support.

When I was 15 years old, after the death of my elder sister, my parents arranged my marriage with my brother-in-law, who then had a 1.5-year-old son. From our marriage, we were blessed with three daughters. I raised my son as my own and even arranged his marriage, along with the marriages of my two daughters. Together with my son, daughter-in-law, husband, younger daughter, and myself, we had a small but happy family. However, during this time, my husband fell ill. Initially, my son treated me well, but after the arrival of my brother-in-law and sister-in-law (husbands’ brother and his wife) they began to influence my son and daughter in law against our family. Soon, my son and daughter-in-law, influenced by their words, started to quarrel with me, physically and mentally abusing both me and my daughter, and pressuring us to leave the house. They even neglected the care of my ailing husband. In such a difficult situation, I sought help from the Legal Aid and Consultancy Center to claim my rightful share of the property. With the Center’s continuous support and guidance, I was able to secure a legal decision in my favor, and its implementation is now underway. I am deeply grateful to this organization for the invaluable assistance it provided during such a critical time in my life.

I am Maya Khadgi, a 54-year-old resident of Ward No. 17, Kathmandu, and a service recipient of the Legal Aid and Consultancy Center (LACC). I was referred here through WOREC Nepal. After receiving support from WOREC Nepal for two years, I came to LACC when their project ended. Without my consent and approval, some unwanted activities such as relinquishment of property shares and bequest of property were carried out by my family members, which forced me to file a case in court. Throughout the legal proceedings, I received free legal counseling and services from this organization, for which I am deeply grateful. LACC has been providing free services to women like me who have faced injustice, and its work is truly commendable. My cases have recently reached a stage of final decision. From the time of filing the case until its verdict, the support I received from LACC’s lawyers, Ms. Shakuntala Basnet and Ms. Goma Gurung, was invaluable. The free legal services provided by LACC significantly reduced the financial burden that usually comes with fighting a legal battle. In our society, many survivors often remain silent in the face of injustice because of the heavy financial costs associated with seeking legal remedies. LACC’s support has played a crucial role in reducing this barrier. I would also like to suggest that awareness-raising programs be organized to inform more survivors about the existence and services of such institutions, as this would make the support even more impactful.
